that "nerf" to item 3116 gave karma a HUGE buff. Being able to buy that relatively early in the game makes me feel like a god when i'm playing her.

But it gives the same slow to her before the nerf and it's more efficient to buy Torment since it synergies a lot better with W and Q. If she wanted a slow, she would've build protobelt, which helps her close the gap and burst better. I'm not sure what you're talking about when there are worse abusers like Teemo, Brand, and Malz when it comes to Rylai's.

It's better to build Rylai's item 3116 because now you get a power spike earlier with Blasting wand item 1026 (850g) than you got with Needlessly large rod item 1058 (1250g). And I think it's better to get Rylai's over torment first just because when you're playing support it's better to have cc than damage right away. Especially if you're picking up Sight stone item 2049 (800g), Boots item 1001 (300g), and Frostfang item 3098 (850g) that's 1,950g! or 1,450g if you don't upgrade Spellthief's item 3303 (350g). The lack of gold means it's much better to build the cheaper item Rylai's (2600g) over Liandry's Torment (3100g). At least right away, I'd still get both because they synergies with each-others passive and it fits with Karma's kit too.
