There is not much they can really do, to be honest. They cannot change human nature.
And also, in all fairness, it is kinda our fault. If you want the community to be healthier, then use the report system. Do not use the simple excuse of "He will not get punished anyway" because if you think like that, then of course he (or she) will not get punished. How the fuck is Riot supposed to report and ban people that no one bothers to report? They need our help in this too.
I know it is a joke thread, but I just wanted to state that.
