Your next spell does as much damage as if you had 1000 AP ( 500 AP for AoE or DoT spells)

probably any mage who can get it first item or ap assasains. Though it might be surprisingly strong on supports. Janna could give a mega shield or differnt supports could get that extra oomph in there spells for just a moment. So it might be a viable item if riot were to make it work only on utility spells. or take away all damage amplication that comes from the ap but the ap still buffs utility in the spells.

1000 (or 500) more AP? Or it sets your total to that value for your next spell? Making it a powerful early game item that you sell later as better items come along.

Well yeah. Veigar can easily get over 1k AP. This item would be useless if it set your AP to those values for one spell. However, if they give an extra 1000 (or 500) AP, then there are many champs who could benefit from such a thing. Hell, full tanks could just pick it as their 6th item and nuke people.
