Who would be overpowered if we had an item with this active?

Your next spell does as much damage as if you had 1000 AP ( 500 AP for AoE or DoT spells)

probably any mage who can get it first item or ap assasains. Though it might be surprisingly strong on supports. Janna could give a mega shield or differnt supports could get that extra oomph in there spells for just a moment. So it might be a viable item if riot were to make it work only on utility spells. or take away all damage amplication that comes from the ap but the ap still buffs utility in the spells.

I'd have so say karthus... Or other champs with aoe ulties like mumu, galio, nunu, maybe even ekko?
1000 (or 500) more AP? Or it sets your total to that value for your next spell? Making it a powerful early game item that you sell later as better items come along.
Damn, Swain E would decimate with that. But, that's only a single target. So, probably not the most broken with it.
Well, technically Annie if Tibbers got all ticks of the AOE passive and the original AOE burst, it has the highest AP ratio in the game so...
