i mean it does fit in some ways, but you overstack CDR, and his mana ratios were reduced aswell so prob not that worth to get :/
I feel like, until you hit Level 16, FH is still a perfectly fine item. You might want to consider swapping it out for another cdr item later in the game.
30% free cdr is just stupid. facepalm
FH is useless now build other but no FH, ryze dont stack as welle with mana but better with AP
