Get your hextech box. Now, open it. Whatever champion skin you get, you now have to get the champion skin and champion and main it on your smurf until you get mastery level 7 with it.

Tecnically it is not a smurf until you hit Platinum or Diamond on your main.

Until then your so called "smurfs" are alts. :D
