Buff everyones base HP and HP per level.

1100 damage crits and 600 base damage ultinates dont sound to bad when lucian's base HP is 3200 at lvl 13

then those % champions would get so much stronger. why not raise resistances for champs who are meant to be juggernaughts/tanks and reduce all true damage that is not conditional or a decent length cool down
