There was a time when they changed Grievous Wounds to affect self-healing only. Soraka instantly became absurdly busted. She is currently the sole thing dictating how Grievous Wounds functions, so no, it's not going to be removed any time soon.

Grievous wounds doesn't really function as a mechanic the same way Veigar's old passive didn't function. Since he got extra mana regen from it, his mana costs had to be increased to compensate and it ended up not doing anything in the end. Since grievous wounds is so accessible and lowers healing, all the major heal champions have to get extra healing to compensate, and it ends up doing nothing.

they should change its mark so it would be harder to confuse with ignite
