When people in boards filled the arguments with "Tank meta is garbage" Riot has decided to make.....
Since clearly the game filled with extreme amount of mobility on ranged characters, and so much safety. People were against the idea of so much % damage in game because it's making the tanks build damage, which is agreed on. Therefore, Riot has decided to make something to special to help the community of any left over tank user by adding.
8% target's HP damage for Yummi's Q That's right. Even Yummi who is attached to the target will melt tanks now.
Riot is doing a great job and one day you will will read this comment from them:

Therefore, we managed to discuss this in a serious matter and wanted to provide changes to help bringing the tank users back into the summoners field. Our changes will be given to specific champions who were known as being underpowered in the summoners field and want to provide them a better gameplay to reduce the damage in game, and especially for the tank users. Balance Changes:

her passive was found lacking compared to other supports. Therefore we finally managed to improve her passive. We will be adding lethality infinite stacking as well as 1% target's damage per 10 souls. -
As a support who sticks to healing the ally, we realized that her kit was not requiring damage and we want to keep her more of a supportive healer that sticks to allies. We will change the max damage for Yummi's Q from magical to true damage so she does not harras the tank users. -
We want to bring back Alistar in the meta, so we will be taking off 5 armors of him and adding 3% attack speed instead. -
We have realized that out of all the toxic picks players were against, vayne was considered very toxic pick to play against and we wanted to do something about it to provide more safer gameplay when laning against her. We will be changing the damage from Vayne's W at maximum rank from 12% true damage, to 36% targets' true damage, and instead of 3 hits, she will only need hit twice to activate silver bolt. -
has been picked a lot recently and players are really bored of fighting him in almost every game. We wanted to tone down the power of Yasou in order to open up more flexible plays in the laning phase without having to fight Yasou all the time. With these changes we are giving to Yasou, he will be less of an extreme carry and more of a healthy pick. We are changing his Passive's by doubling the critical strike chance up to 4x. instead of 2x. -
Fiora was too complicated to nerf. Therefore, we have reworked her gameplay in order to keep her healthier to lane against.
Passive: Changed from 2%+(AD)% true damage from the target's maximum health to 50%+(AD) true damage from the target's maximum health instead.
Q: Dashes can now gurantee a critical strike and vital
W: Ripsote can now block all the incoming abilities and auto attacks for the next 4 seconds. Each time an ability is blocked by Fiora's Ripsote, she will restore 25% of her maximum health over 1 second.
E: Now slows the target by 99% for 3 seconds
R: Can be casted in a long range now and roots the target until all the vitals are hit. -
Most importantly, we wanted to discuss about Skarner's kit and we really appreciate his mains staying around him and waiting for his full rework. We are giving Skarner more oppurtunities in his gameplay to accept his duty of being a jungler carry. We will be giving Skarner a complete rework gameplay and keep his visuals only, so that players will be happy and wait for him even further before his next VGU in the next 12 years.
Passive: Skarner's basic attacks now heal the target for 25% of the damage it deals Q: Skarner slams his pincers against the wall, stunning himself and reducing his defense stats by 50% for the next 2 seconds. W: Skarner gains reduced movement speed for the next 6 seconds and and give the enemy team an aura of +25% movement speed around him E: Skarner creates a crystalline burrow near the enemy's fountain. The crystalline burrow will passively give all enemy team bonus 50 gold every 5 minutes of the game. R: Skarner stings himself, then losing 10% of his maximum health in true damage for the next 7 seconds.
With these changes we made to Skarner. We truly hope to bring back the old Skarner players, and we are sorry for the inconvenience if the you guys really waited a while. we trying our best to keep the game fair, and we are doing what we can best do to provide the playerbase a proper treatment so that they can enjoy the game without tilting.
