The meta made Tahm into a support, not Riot. Tahm can go top and mid relatively well.

That's not how Riot balances this game. They create a kit that isn't overbearing and they let the meta decide where the champion goes. They obviously have an idea of what the meta will do, but they never force a champ to go a specific role and if you think they do, you don't understand how they work as a company.
It's like saying Ryze was reworked to be a top champion because due to the current meta he isn't a great mid but is a great top.

Was made with the idea of Jungle ADC. She was the first ADC built with the role of Jungler in mind.
As for Ryze, ever since the main meta took shape a few years ago Ryze fell into place in Top and Mid, and in this rework they kept those spots intact kit wise, while people soon discovered that Ryze Jungle can also work fairly well now with the new version of the kit.
Riot does tend to work champs with roles in mind, and at times roles to tend to dictate the spot on the map, and sometimes the idea doesn't work in the end. 
after the Juggernaut rework saw his kit changed for Riot's plan of shaking things up and making him an ADC Alternative in the bot lane, and the Metalheads proceeded to force Riot to change his role back to mid and top. >.>
Then we have certain mages that fans fear Riot will soon force to be Support Only by nuking any chance they have to carry mid on their own.

Gibberwatt2 votesWell, there are two things that make me thing kled will be a jngler - in the first couple seconds, you see kled's mount's footprints coming out of the bushes, suggesting that he jumped this group of dudes, jngler style. Also, he has the no trespassing thing, which I definetly feel when I see someone counterjngling me. He was simply repeling a group that was cnterjnging him.
