Why do boots grant defensive stats like armor
& magic resist
? It's not like when Lucian starts shooting you, you're gonna block all of his shots with your almighty foot.

By protecting you from massive fire coming from the ground(Hello 
) and with all the armor Achilles was killed by getting shot on foot or may be you can put a chain on it and wear it as bling hence saving bullets and stuff from hitting you. ;)
Boots provide a little bit of armor/MR. They protect your feet. The small amount of armor/MR represent the ability to put armor an your feet/lower legs.
Step 1: Play Cassiopeia (or Nami). Step 2: Go to the in game shop. Step 3: Search for a "hat" and see what comes up.
well i could see the tenacity on mercs being logical like your snared and your magical boots help it go away, ok yeah im crazy
Same reason sticking a knife in your boots makes you attack faster.
