Well when Garen gets tired he can just swap out for J4 or Lux. Azir's soldiers don't talk much. So I say Garen.

In an epic duel, Azir tries to poke Garen, but it doesn't hurt him. Garen tries to get to Azir, but he doesn't reach him.

Finally Garen goes in for the kill, Azir defends himself with the wall and... it bugs out.

Garen wins.

To be honest, as someone who plays Azir quite a bit, Azir can easily win the early game. Garen, while stupidly tanky, does not get so until later and pretty much requires his ult to get kills. Azir can deny Garen his passive by poking and as Garen has no gap-closer Azir can kite easily with his Q slow and E escape.
