um why does it shows cosmic yi availability but doesn't show you can buy it?

Content like a new champion/skin added with the patch will be visible in the store/profile, but cannot be purchased until they are unlocked. Skins typically are not available in the first day or so, but are instead spread out through the patch and may be released in a few days or the second week. I expect Cosmic Yi later today or within Mon-Wed.
