isnt this just what blitz does?
I do it all the time, Its one of blitzcrank's power points, If you can ward early enough and know where they're starting steal the camp itself, the jungler will then be behind. Or Bring ignite instead of exhaust, its fine since blitz is an agressive support and has good amount of cc, and depending on the enemy jungler you can pull them and kill them, usually wait until they're on the first buff, thats when they're getting really low. a few jungler you dont want to try to kill such as 
, just take his camp and go to lane if you choose to do so, Doing this relieves a lot of pressure of of lanes
Blitz is, in general, the only supp I feel warrants a ban. He can SINGLE-HANDEDLY (puns?) carry the lane, and in OFA, he's just... beyond painful. Not only that, but if he builds the slightest amount of AP, he can one-shot a carry if he lands a hook, which is just stupid.
