It is 0.25 seconds longer than before the DFG nerfs. There has always been a 0.25 second cast time on it. When the warning was first added there was a delay of 0.75 seconds (0.25 seconds of it was the cast time, 0.5 seconds until it actually stunned but Veigar was done casting). It was shortened to 0.5 seconds (0.25s of which are part of the cast time, + an additional 0.25s).

Of course enemies have a 0.5s advanced warning, but if you paid attention to old Veigar his cast animation was noticeable and could act as a small warning.

I'd rather lose to any of them instead of having veigar press r. At least it feels like they are trying.
