From what I know the exposure of bones is considered Taboo in eastern regions (Don't remeber if in China, Japan both or other). By this Jurassic Chogath shouldn't be present all.

Tencent, a company based in China, cannot produce images of human bones.

Riot game was purchased by Tencent.

images of human bones needed to be removed from the game, or else Tencent would be breaking the laws of the country they are based in.

the fact that what they produced was not visible in China does not make it socially or legally acceptable in Chinese culture.

It does, since they have a different set of art that doesn't require any effort to maintain.

Hell, they still have a different set of splash arts for at least 80% of champions. You don't see Riot magically changing all splash arts because of that, but because their art is simply put crappy and of low quality.

okay... i'm going to try using an example for you.

if it is Illegal to sell handguns where I live, but legal for you to buy handguns where you live.

I still can't sell you a handgun from my hometown and ship it to you. I would still be breaking the law, even though, where I was selling the gun to it is a legal transaction.

Tencent is legally obligated not to have human bones in anything they own, produce, or make available.

They are still the contractually obligated owners of the content even though it's in North America, they still have to uphold the laws of the country they are based in.

Human Bones being openly displayed is seen as a great disrespect to those who came before you. Many asian cultures revere their elders far above what western society does.

However, animals don't fall in that category. Reskinning Karthus keeps any form of incident from occurring in shipping the game over.

Cho is not a human, does not even somewhat apply to him.

Might kind of apply to spooky gangplank or zombie brand but otherwise I can't see anyone else having an issue.

The reason why Graves can't have a cigar on his default skin is because in many cultures, not just eastern ones like China, smoking is seen as taboo.

But paid for skins are different.

Also yeah, the human bones and stuff is an issue for Asian (mainly Chinese) cultures.
