I had to do a paper on Japanese media culture and the causes of many of their tendencies. The reason anime is so flashy, exaggerated, and non-nonsensical is because they as a people prefer things that run directly perpendicular to their culture.

So how you see what's-her-face dress in this cartoon - or even how she acts - is so far gone from what any Japanese woman would act like that if you actually tried any of it in Japan you'd probably be more likely to get belted sooner than you'd make friends. Escapism is obnoxious like that.

And they are incredibly repressed. I think it's up to like 25% of men and some-odd 40% of women or so find sex repulsive in Japan. That's not a sign of "minding their own business".

Underage is a very stupid concept in this kind of context (although I despise any kind of sexy in media), since there's no magical date where you become a responsible and autonomous adult. We should focus more on ACTUAL violence towards children rather than going "ZOMG ZOMG A 18 Y.O. CAN'T GO WITH A 16 Y.O. BECAUSE MY GRAND GRAND GRANDPA MADE A LAW THAT SAYS IT".
