Display Dodge Penalty Timers in Game Lobby (Pictures!!)

First I want to reference Void2258(NA)'s post 'Dodge penalty information' because it is the opposite side of the same coin; that coin being increased Dodge Penalty visibility. Void's post asks for information in your profile to tell you what tier of Dodge Penalty you are in (i.e. I'm currently Tier 0 and will receive a 5 minute penalty if I dodge or I'm currently Tier 2 and will receive a 15 minute penalty if I dodge).

My request is focused on understanding who in my team lobby currently has a penalty time and how much time is left on it. There is a ton of real estate on the the summoner banners in the lobby, so my suggestion is just adding the timers there. Please reference my awesome screen shot mock-up produced in MS Paint.

That's pretty much it, just a QoL change for the better!
