LeBlanc Distortion

LeBlanc's win rate isn't that high yet she is still a strong pick in competitive play. I wonder if it's because she still has a lack of counter play but is hindered by her high skill cap, which of course is less of an issue in the top levels of play.

I have a suggestion for her W: make it so that she has a minimum time to port back? Right now she can burst someone and get out before they can react. A min. time allows the enemy to react and forces her to find a good opportunity as opposed to just when it's off CD.
