Minion Damage goes through Turret Shield
Is this intentional? Does this make farming behind the turrets more effective than attacking the turret if your damage is low?

The shield is in place to make it harder for someone to backdoor the second towers. All towers also take reduced damage when minions are not present I believe.
Yes it is intentional. A champion must deplete the 2nd tower shield to stop it from blessing near by enemy champions. This forces a siege and focus on the tower at first.
