Revive might become viable in season 4

So in season 4, the process of team snowballing will be nerf. Couple days ago Morello said that the amount of gold we get from Kills, first blood, objective, etc will be reduced in season 4. From my point of view the meta for the current summoner spells are oriented more into the early game snowballing and deny the enemy snowball. For example; ignite, barrier, and most importantly flash. If we can secure kill an deny their kill, we usually snowball from there. But in season 4, the gold we get from early kills might not be as powerful as coming back to life late game. I remember once, when I was level 20s playing tp/revive garen(just watched pro as heck) super late game come and the enemy team aced us at the nexus turret with 3 of them with very low hp. I died first due to being the frontline but when they aced us and pushing the nexus turrets, I switched build into ad carry. Insta reivive ult Their ad carry, spin on their support and bruiser darius which snowball of me, boom they all died. I teleport to our bot minion line at their inhib and win the game. Our team was very happy and spam revive op and even after that the enemy team also chat revive op late game. So what do you guys think of revive in season four now that snowballing is halted and game will probably be longer. Singed and hecarim probably will make a better use with revive than ghost later on.

Revive will never make a come back at it's current cooldown.

The issue Riot faces with Revive, I think, is that there's no real counterplay to it. There's very specific situations where you can take it and make it to work, but the punishment you take in-lane and in anything other than teamfighting—and even then!—is just too much for it to become a consistently workable strategy.

Plus, Riot's never said they're going to "halt" snowballing. They've said that they're going to work on making the game not snowball so hard; pulling off one successful gank early shouldn't decide the game which, at a Pro Level, it often does.
