The point is that Dominion lacks passive laning phase that allows ADCs to gather heaps of gold for 
. Build paths of IE and BT are supposed to be sifficult, it's part of game balance that carries build big items.
Dominion and TT aren't really an easy place for ranged carries, so they don't need to be gated by build paths there.

Just like their doing on all non-summoners rift maps. They are removing the items that build from b.f. sword and needlessly large rod into other items which are more affordable. This is mainly because laning phase is either very short or non-existent, such as the case in ARAM and Dominion. I expect them not to remove them from ARAM, but the other maps.
