Efficiency of %hp runes
Makes it twice that I'm arguing with someone else over how good %hp runes actually are, so this time instead of trashing my spreadsheet, I chose to publish it. For those who prefer, this discussion is also available on Reddit post.

- Champion : Champion name
- Role : Champion role (arbitrarily chosen by me)
- Base HP : HP the champion has at level 0 (Sum of first 2 columns give level 1)
- HP/lvl : The number of HP that champion gains every level.
- Base % : The amount of HP you gain at level 0 from using a single set of %HP runes (either seals or quints, which both give 4.5%).
- %/level : The amount of HP you gain from %HP runes every levels.
The following 5 are repeated with suffix (s), (q) and (b) (seals, quintessences and both, respectively) since I needed unique column names.
- HP/level : The number of HP gained per level.
- Even level : The estimated level at which both runes are worth the same number of hp.
- hp@6/11/18 : The number of hp you need to buy in order for %hp runes to be as efficient as scaling at level 6/11/18.
My opinion on this is that %hp seals are a terrible terrible choice. Most champions will break even around level 2 or 3, to which you add half a level if you buy a Doran item. Even if you are a support who rushes Sightstone, by the time you complete it, the scaling seals will already outscale the %hp ones.
For quints, they're a nice pick for HP scalers (Nautilus, Sejuani, Dr. Mundo, Vladimir, Olaf, etc.) You will be stronger in most cases at level 6 with %hp than with scaling ones (there are 59 champions that will have at least as much hp at level 6 with %hp, if they have a ruby crustal). Also, they're way better early on for the tankier champions.
Please note that this is all compared to scaling HP. You will obviously be much tankier early on with flat HP runes than with them early than with %hp (~50 hp aka 10%ish).
For completed builds, anyone that takes %hp runes should be aiming at Warmog. If you're taking quints, you're looking at Warmog only for tankier champs, and one additional HP item on average (Banshee, Sunfire, Randuin, Spirit Visage, Locket or FotM). For seals, we're looking at Warmog + 3-4 items (at that point I suggest MS, penetration or scaling Armor/MR quints).
