is season 4 teemo nerfed or was it me bad at teemo? or the team?

well i played teemo seaosn 4 on jan.16,2014 and 1 lsot 1 win the lost was AD build and i did ok but its hard to believe we lost did he nerfed. 2nd (AP) game i barely lost well as always i played well in both game is it my team's fault, or is there it becuz theres a khazix in every game in enemies team or is it becuz i suc or is it becuz riot nerfed him hes still strong but i never had to lost or barely lost with teemo b4 100 wins and 1 LOST nuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuu and AD teemo is bad
