Ashe if you want to bring tons of utility, your Enchanted Arrow + Perma-Slow are amazing tools. But she's not safe if you're playing against assassins. Caitlyn in the other hand, has a safe laning phase, long-range poke. She's a way more safe in team fights since she has an escape. I would pick for Caitlyn for soloq.

Depends on what you need. Cait probably works with more comps and is the safer of the two, but you can't really beat Ashe if you need utility from your ADC.

Caitlyn is more reliable when it comes to safety, but Ashe will be stronger then Caitlyn if both don't do well.

Ashe->High Utility but doesn't scale well

Caitlyn->High Safety but doesn't scale well

take your pick.

Currently I prefer Ashe for a few reasons.

Utility - Ashe's slow is incredible, her ult does surprisingly high damage with stun and aoe slow. Hawkshot is so useful, scouting objectives, chasing people into brush, looking for ganks, etc. It's a pretty undervalued ability

I tend to favor ashe's W over Caits Q. Ashe's W is instant and can hit everyone and applies slow. Cait's Q is easily dodged, slow, and damaged gets reduced. I find that Ashe's W is helpful in lane but also later into the game becaue of it's range, slow, ability to hit so many things. Late game you would never be caught dead using Cait's Q because you essentially lose damage waiting for it to cast. Ashe's W is instant.

Cait is picked to win the lane, Ashe is picked to dominate team fights.

I prefer Caitlyn over Ashe in the laning phase. Ashe has trouble without proper positioning, while Cait can just sit back and last hit with more safety. Her passive, to me, is more useful as it doesn't require no offensive actions to build it and instead relies on hits.
