I think it is time to talk about Alistar. He has been long forgotten and it is starting to show. What about Alistar is so toxic that he cant get some love and see play. He has massive cooldowns on the spells that really matter which keeps him barely able to contribute continuously to fights until he has at least 20%+ cool down reduction it feels.
The major goal/change I would like to see happen is Headbutts cool down get reduced a bit more as it ranks up. This would allow Alistar to perform far better as a support and possibly even as a top lane tank/fighter. My proposed change is reducing its cool down per rank over to 1.5 seconds instead of the current 1 second per rank. This would result in a net reduction of 2 seconds at rank 5. In order for this to happen however room needs to be made in his current live state first.
The biggest hurdles that need to be tackled for something like this to happen, in my opinion, seem to be his Triumphant Roar and Headbutt itself.
Triumphant Roars passive reducing its cooldown by 2 seconds whenever a nearby enemy dies is the first hurdle that needs to get knocked down foremost in my mind. The amount Triumphant roar heals isn't really the issue, the frequency that he can cast it in and during lane phase however is. Changing the cool down reduction to 1.5 seconds whenever an enemy dies around you should free up a bit of breathing room to put some power elsewhere.
The next hurdle is Headbutt and its high base damage and ap ratio. In its current state they are not much of an issue but if its cool down was reduced, resulting in it being able to be used more often, Headbutt would end up becoming to powerful. the more available the skill, the more utility it has in a fight. If its utility improves with its current level of power it would be to much for what it would bring to the table. Easiest change would be reducing its ratio from 70% ap to 60% ap. If that is not enough I would reduce its base damage to 50/100/150/200/250.
If Alistar saw this change I think he might see some more play and hopefully would see his win rate increase as well since it is sitting at a poor 43% according to lolking.
