Why was zed buffed again?

They keep saying zed is in a good state for what they want... I still cant get how a champion that runs on energy, can clear minion waves easily while harassing at the same time, and has incredible mobility is well balanced.

Can someone at Riot on the live balance team actually give an explanation in incredible detail as to how Zed is in a good state right now? One that can actually explain and point out where there is actual counterplay in his kit that you can actually capitalize on without playing one of his counters?

While you are at it, if you can explain why all of the same overused champions that were not viable for quite a while this season are getting rebuffed right before the worlds patch? You pretty much just made this seasons worlds into a repeat of the past 2 worlds competitions...
