Is there any plan for Darius?

Darius is so weak after that ult nerf and I think he should either get his full refreshes back or making is ult scale with level so when reaching lvl 16 he could get his full refreshes back or even at 11 when the lanning phase is over.

Edit: Darius is weak now because he was already weak late game could still make play. But with that nerf you can't make plays without getting punished, ie you flash grab their adc and you HAVE to execute him then we say their team retreat and your ult goes on cd, so now with that nerf you cannot really force baron or anything since you lost 60% of your power and risking to throw the game, ie enemy steal baron and ace you... I mean you SHOULD'NT get punished for playing well(gettting the refreshes but still goes on cd in the late game...) thanks for reading and im sorry if my English suck I'm still learning.
