Custom Bots Only Easy?

So I made a custom game the other night on the summoners rift map in order to practice CS and mechanics on a few champs I have not yet really played with. To my surprise I found I could only set the Bots to the easy level. I would like to be able to set them as intermediate so they will do something besides sit there for free kills. Is there some option or something I need to change in order to up the bots skills level? Or did Riot just decide custom game bots can only be Easy mode? Any info is appreciated...

Actually it's the issue that you can make unbalanced and <5 teams on customs. Intermediate bots actually interact with each other to a point and having a non-standard number would essentially break them too often. It may be something done later, but it's just not a high priority with the online que for co-op vs AI
