Feral Flare

Hey so what is up with the wriggles transformation is it at 25 or thirty because i was playing a game last night and wriggles wouldn't transform till thirty. But the icon on the HUD said at twenty five it will transform. so thus im confused it could just be a bug but i wanted to get things cleared up because i read through patch 4.6 and im a little befuddled
