Anything that affects a large majority of players and is a problem on Riot's end not the player's results in them hitting the big red button and engaging loss prevented. This means server problems, ISP networking problems and/or huge gamebreaking bugs that are either unplayable or massively exploitable. I'm no red, but I have seen Loss Prev activated for these. As for why no LP on afk/dc, the main argument not necessarily against but not for having that is the potential for abusability. Any compensation, in-game buff or anything else that a team can profit off of can run the risk of forcing a player to afk or leave to get it. At least this is what the this common conversation ends with.
For example, player A is having a bad game and gave up a few early kills. Player A's teammate, Player B, doesn't like this and immediately believes the game is lost. Player B doesn't want to lose any LP for what he considers player A's mistakes so he starts flaming Player A to the point player A leaves, allowing player B to have the Loss Prev and player A losing even more LP that they should have due to very toxic behavior. It wouldn't happen every time sure, but even one case of massive toxic behavior towards someone that may not necessarily have been there without this mechanic is unacceptable in Riot's eyes.
Now an argument could be made that you can just have Loss Prev for a dc that never connected since the beginning of a game, and it's not a bad idea, but it holds another risk. Say you've dc'd at loading screen due to legitimate comp troubles. We'v all had that happen at least once. You can either come in late or not bother. If you're team isn't doing well because of your absence and you reconnect, taking away their chance at a Loss Prev, how likely do you think the team will flame or otherwise rage? Most only lightly, but some would flip several shits.
Right now, the simple fact that statistically you have the same chance at a dc as the enemy team means its not a high priority as other things to find a clever way of working around these problems. That doesn't make it any less frustrating when it happens though, trust me I know.
