I know very little about Lucian so I don't know much about building him except that he likes BotRK and Statikk Shiv. I was thinking about building a Youmuu's Ghostblade on him but I can't tell if his ult works with the Ghostblades active. Could a Riot employee or someone who plays Lucian a lot tell me?

He likes bork but not shiv. He doesn't need the extra Attack speed from Shiv because he's more on the ad caster spectrum for marksmen. Anything that increases his attack speed, however, will increase the amount of bullets from The Culling. I know Genja from Gambit Gaming loves Youmuus on Lucian because of the ArPen it gives.
Still, many Lucians choose to go the standard bloodthirster rush.
However, many Lucian's choose Trinity force as their second item due to the sheen proc it provides as their "zeal" item (as an alternative to PD or Shiv), since lucian is an ad caster type adc.

Just buy bloodthirster-> Triforce-> last whisper. Nothing else. Unless you're playing him outside of bot lane idk why you would build anything else. BT is the BEST mid game item and if you want to carry your games you should get it plus you need to buy lifesteal anyway. He doesn't need shiv, just Ad to synergize with his passive and Q scaling, idk why you want to crit so much with an adc who doesn't auto attack a lot.
