Helping smaller streamers

As a streamer I have streamed a number of games and I have found that most games promote streamers by giving them small giveaway items, usually things that dont change much for the game but players like to collect. I have wondered why riot doesnt offer this to streamers. Often the reason I'm given is that riot gives out a lot of their stuff free, which I dont disagree with, but at the same time it wouldn't be a big deal for them to give out items they currently aren't making any money on, such as the legacy skins. I think it would be beneficial for streamers, especially those with low viewer counts, to have a handful of codes they could give away to their viewers and it would help their streams grow and build their practice with being in front of the screen. Personally I have thought about a few options for what riot could give streamers, and it wouldn't be hard to give a restriction on how they are to be given away.

My thoughts on what they could give streamers: 4 legacy chest codes (per month, see below) 12 legacy key fragment codes (per month)

What would a legacy chest be? Well a legacy chest could contain only items that riot retired, such as the 450 skins, or skins that aren't of high value to riot since they aren't making money and wont ever again. Maybe the chests could also contain skin rentals, these would be skins that cant be disenchanted or unlocked to perminant, only rented for the 7 day trial. Also the chests could contain some summoner icons or emotes, since they aren't super lucrative or hard to make.

Please let me know your thoughts and maybe we can help out some of the smaller streamers.

There would still need to be set minimum viewers however, and there would need to be some guidelines as to how it goes about being done. It would be good to try out, possibly a every month there is a collab with a popular streamer, a smaller streamer, and some talks about league with a Rioter involving them?

There is many things that can be done as you said, and it does not even have to be gift wise like i mentioned there. I know they do some special events etc, but usually it is JUST popular streamers.... but popularity based on piggybacking could give the ones chosen a chance... which if it takes hold then it could be just the chance they need to get their foot in the door for the community.
