Why is Lissandra getting changes?
Doesn't feel necessary at all considering they were a relevant pick in Worlds.

Not all changes are made to make a champion more balanced. They are changing her to better fit her theme and lore, and to give her a more noticeable and useful passive ability.
They want to give her better teamfighting capabilities.
The passive was planned from early summer though
Or from years ago if we want to go further
