Sms Clash Verification Flaw -- I need help!

Okay, so this makes 0 sense. So when you verify your number via SMS you get a code and all I get that, but here is the thing? How the fuck do you change the cell number when the two-step process is to SEND THE CODE TO YOUR OLD CELL NUMBER AND YOU DO NOT HAVE THAT NUMBER ANYMORE. I do not have that cellphone any more but I need to change the number and thus need the code.
