I cannot find Bandle City on the map

I like to find Bandle City on the map since the location is always changing.

However, today, I couldn't find Bandle City anywhere on the map of Runeterra.

Can you tell me whether you can find Bandle City on Runeterra or not?

I've had times when it doesn't load at all. Not sure if its a bug or a feature though.
