When to upgrade trinket, if at all?

Basically I don't know when the proper time to upgrade to sweeper or blue outside of playing support, and especially not for time like I'm playing now.

Don’t need to at low elo, only get red sweeper if your team doesn’t have it (which is probable) and get blue if you feel like you need it
