I think it's just intended to show that Demacia isn't Generic Good Guy Empire, like how Noxus isn't Generic Evil Guy Empire.
Not really. its not too much efore your grandparents time people in real life hunted and jailed/executed people for suspicions of Witchcraft. Demacia's anti-magic stance is just an homage to real world history and a hamfisted way to make Galio important so they could maximize sales on his VGU, at the expense of any respect the lore team once had.
