it's because females breastfeed and some people find lactation gross. so that is why. it's the same reason why butts are okay, but sphincters aren't and same thing with the vagina. the only part that matters is the actual divide and not the outer folds.
as for who decided it? well.. society has as a whole over the course of however long it's been around. specifically it was something that involved religions and personal preference.

I can tell you that the only time I've gone "damn look at that guy's nips" is when an artist really draws attention to them for some reason. Like making them the size of a fucking golfball for some unfathomable reason. I imagine most other people who are into guys will share my stance on that. Not all, but a fair majority of them.

Well technically men have breast as well our aren't just a big ol thing of jigglys though so I think the nipple adds emphasis on the female breast making it more sexual? Idk. You dont go up to a guy being like oh look at them big ol breasts.

I have never found the nipple part to be attractive anyway to begin with. that's why it doesn't make sense to only block the nipple with a bikini for example.
