BLACK REALM GOD6 votesit's because females breastfeed and some people find lactation gross. so that is why. it's the same reason why butts are okay, but sphincters aren't and same thing with the vagina. the only part that matters is the actual divide and not the outer folds.
as for who decided it? well.. society has as a whole over the course of however long it's been around. specifically it was something that involved religions and personal preference.

Yeah. It makes absolutely no sense why showing the entirety of the rest of the breast is okay as long as the nipple itself is covered. But law only specifies the nipple and I doubt there are many people willing to enforce beyond that. At least, not anyone with the ability to enforce beyond that.

I don't know about here but i have never met anyone who actually "appreciates" the nipple instead of the shape of the breast. Everyone i know considers the nipple to be the ugly part of the breast and the breast looks better when it's covered.

Erogenous zones include the nape (the soft part of the neck as you mention), senstive parts of the wrist, the earlobe and the back of the knee, a small area of the lower back, the inner thigh and the navel. Very NSFW areas.

It's hot when fighting. Shirt gets sweaty>You remove shirt because sweaty shirt feels gross.
Unless it's magical or armor, or it's cold out, a shirt isn't going to do shit on a guy in a fight.

I think in most martial arts wearing a shirt is a huge disadvantage because it generally becomes a weapon against you. One form, I think Brazillian Jujitsu, has a discipline devoted just to owning people wearing a shirt by using their shirt against them.
