It should be 4, and surrender should be majority vote, so 3 yes would mean a normal surrender. Why do 2 players get to decide the outcome instead of 3? Doesnt seem fair especially in this day in age where trolls go wherever unpunished
Because almost no game is actually decided before 20 minutes, and because winning a 2v5 is actually somewhat possible, as long as the other 3 are at least mindlessly waveclearing.

This would leave things open far more to trolls ruining shit, because a 3-man could just surrender even while winning and completely evade punishment. 4-mans are impossible in every ranked mode, meaning this isn't a possibility outside of it.
Surrender should never be made any easier. Period.
Because quite often we get teams of rage babies who want to give up way too early.
