I've opened about 150 boxes, and rerolled about 75 skins, and I've gotten nothing but old legacy skins. Do newer skins and prestige skins actually drop?
there's 1000 skins... Of course the chances of getting newer and prestige skins are hard. I opened a chest the other day and got Sugar Rush Evelynn, and another got me true damage ekko, so its not impossible to get newer skins

While it is not a Hextech chest I got this from, it should be enough proof that they can drop from chests.
You can get any skin in the game, even stupidly rare ones that no longer go into shop. There is just so many that you rarely get any of them.
Ive found 2 ultimate skin shards and seen loads of people getting gemstone skin shards so it is possible
I have gotten a prestige skin (battle academia lux) from a hextech chest, so it can happen.
That being said, the chance of a skin's drop is based (roughly) on its price tier. Since newer skins are 1350+ and prestige are mythic tier, they have very low drop rates compared to the legacy skins, which are usually 975 or below.
Combine that with the sheer number of skins available through the hextech system and the odds are pretty low.
Combine that with the fact that normal hextech boxes only drop a skin shard about 66% of the time (I think - I know there's "official" drop rates somewhere but I can't remember where) and you can easily tell that the possibility for it happening and the actual event of getting a prestige skin from a hextech chest is not something you will see frequently.
Note that not all skins found in the game can be found in hextech chests - exclusive skins like championship (gold+ ranked rewards), urfwick, etc cannot be attained from the system. But pretty much any skin that is available in the store (including gemstone and prestige skins, which are in the hextech "store" - you buy them in the crafting system) and legacy skins that either cycle in and out (seasonal skins) or that are just old, can all be attained.
I've gotten PROJECT: Jinx and PROJECT: Warwick from boxes so new skins are possible to get. There's a chance to get a skin of any tier, the only skins you can't get are the one that are limited (like the Victorious skins or the Collector's edition skins).
As someone who has gained 300-500 skins using the reroll system because in the end the price pay out would be cheaper than buying them individually so i currently own all skins except the really old legacy skins back in Season 1-4. I have and am currently rerolling prestige skins as they come out so it is possible. Back when Prestige Vayne released, i still had 200 skins to unlock and managed to get her randomly before any other skin.
It is possible to get new skins/new champs along with prestige skins. My friend was extremely lucky and got Prestige Caitlyn from a hextech chest and shared screens on discord when doing so (meanwhile my "luck" went to an Aphelios skin shard ;n;). I heard that it's guaranteed if you keep getting garbage you will eventually get something really good.
My friend got project warwick from an orb or something when the skins came out, and just a few days ago i got nightbringer vlad from a crate.
I'm jealous of person above me that got prestige lux. I've gotten to the point where I will be spending money monthly to eventually get every skin in the game to ensure I get that damn lux skin because they won't bring it back for prestige points ;~;
The fact they are taking away the prestige borders as well sucks because some people who rerolled it before they take it away still get it (such as the person above me and my friend) meanwhile those of us who are unlucky (such as me hahahahahaha it's not fun living like this) and won't get it until who knows years later won't be able to get it. Then again, the prestige border is kinda yucky but idk. I feel like the skins before they decided this should just keep the border.
