transcendance in urf became awful
they overdid the nerfs tbh with 
+ extra cdr from runes i was only getting 18 bonus ap...

It lets you turn a stat that is totally wasted in URF into a small amount of AP/AD. It now gets similar value to other minor runes instead of a massive chunk of bonus stats for no good reason.
They have to give you a reason to use absolute focus instead.
All the nerfs do is make champions that aren't inherently good in URF worse and it just buffs any champion that can abuse 4 Infinity Edges. The PBE URF games got stale really fast.
