not going to lie they really dropped the ball with this one. you can't just say the 28th and then not say what time zone its going to be based on. really shitty on there part if you ask me.
It's 4pm PDT 28/10 time. I'm living in australia so the time will be 10am 29/10. Just more than a hour to wait
