Champion selector capsule upon leveling up

Riot can you make a champion selector capsule upon leveling up maybe up to three times on certain levels? It would be helpful for most people.

A champion shouldn't be just based of of BE, but how the player plays it. An example: For new players who plays wukong during free week rotation wants to play wukong, he/she can level up and get a champion selector, there they can select the champion they want.
