Is honour more difficult to climb this season compared to last?

Last season I shot up to honour 4 with very few games played. This season, I have played more games, yet I'm still honour level 2. I receive key fragments almost every time I log in, and receive at least 1 honour, if not more, per game. Not too worried, just curious. The purple honour ward skin from last season is beautiful, I want another! :P
