If I'm playing blitz(rare), sometimes the matchup's going so poorly that hooking the enemy ADC would result in us losing anyway.
Usually that's when you can chunk out blitz's ADC with poke or vastly superior trades.
As long as you aren't to the point where your ADC gets 100-0'd in the span of a hook+knockup, you can make it a bad engage for them if you're winning hard enough. Blitz stops doing much after the engage, and if the enemy ADC's barely hanging in you may kill them, then followup 2v1 on Blitz.
Nami's probably a little harder to pull this off on, but she is in the superior trading category of supports. Making a play off the bubble on the enemy ADC as a response to the hook is harder, but you do get full bounces out of your W when coming in to help. You'd want to make sure the enemy ADC isn't sustaining successfully, which with only Blitz+Targon as support based sustain, should be doable.
Alternately, Post-6, Nami's also a disengage support. If you can land R in such a way as to hit Blitz with one edge, and threaten whereever the enemy ADC would stand to auto with the other, often your ADC will get away. You can even try to turn this into an all-in instead of a disengage, since it's way easier to land the bubble if the enemy ADC is hit by your R's knockup. Trick to that is mostly speed, R's knockup isn't very long so you want the Q to already be traveling so they have no time to dodge.
It's not ideal, as it's an uphill battle. But you can pull some of them out. Obviously all of this works way better when the ADC can avoid hooks.
