Did riot ever say why they removed sword of the occult but not mejias?

Most mages have built in self peel that makes a risk/reward item a feasible option while a lot of ADs did not. I've heard other reasons for its removal but that's the one I remember being given at the time they took it out.

I don't wanna see a fed zed in my game with that item, times are hard enough as it is.

Remember Leviathan, that was also removed.
