Item Actives shouldn't have a scalling. It should be just flat damage which only scales with your level.

PASSIVE - SPELL THIEF: Whenever enemy champions cast a Summoner spell icon summoner spell or Active ability item icon item active, they drop the corresponding Spell Thief Minimap Spell Shard onto the ground that grants Sight icon sight over a 100-radius area and remains for 40 seconds. Some enemy Minion icon minions spawn with random Spell Shards that only drop to the ground for 20 seconds if killed by Zoe.
Collecting a Spell Shard allows Zoe to activate Spell Thief within the next 60 seconds. She can replace her current Spell Thief active by moving directly onto another Spell Shard.
ACTIVE: Zoe mimics the active of the collected Spell Shard.
PASSIVE - WHEEEEE: Casting Spell Thief or one of her own summoner spells grants Zoe Movement speed icon bonus movement speed for the next few seconds, and summons three bubbles that orbit her for the next 10 seconds. The bubbles autonomously hurl themselves at the nearest enemy in range, prioritizing her attack target, dealing magic damage.
Every item and summoner spell on a conveyor belt, can pick 'em up after use, Ahri fox fire, movement speed boost, vision.

what u mean large base damage ap scaling point and click damaging slow isnt The Most Fun You Can Have Online(tm)? personally i can only see my internal fun meter rising whenever i get gunbladed for half my health because a katarina rushed flat magic pen and i didnt build 3 mr items in advance

340 damage at full build wouldn't be much.
The boards just likes finding non-problems to complain about.
They really need to nerf Dagon
We need an assassin ap item. Dfg was one, but got removed for w.e reason.
Gunblade is similar but only hybrid champs can use it. Need to make another ap assassin item just like duskblade is for ad assassin.
