How the new level up system works and the fact that it catapults new players to level 30 is going to make this one of if not the worst Rank season. My problem is new players are going to go into rank 3 to 4 times sooner then before which means there is a higher chance they're going to do against camps that they don't know nothing about which is going to make the climb for us players harder

I played rank while levelling up for a bit (on my other acc) and won the majority of my ranked games.

The only real difference would be rune grinding time, but between the level-up process strongly suggesting more accessible champs and them having experience with all runes from level 1 I'd actually argue the opposite.
I expect this coming season should be better when teams get a new League player since they'll have more consistent training to 30.

In normals I've seen quite a few players level 32 and that top play champions are Level 2 and 3 and they were getting stomped in lane. But only time will tell though

While checking every single player? Or only those that get their butt handed to them? I'm only 34 for example and I've been here since Season 4.

Those are maybe accounts that were power-leveled through mostly AI games? AI games don't give mastery points and I don't think new players have enough champions to spread out their games that much in normals (unless they are leveling only using WotD and free-rotation champs randomly).
