People taking champs they just learing to rank

Riot can you set up rank where players can not select a champ they are not level 4 or higher with. I am having the worst time in silver right now cause I keep getting players that want to take level 2 and 3 champs to rank over their level 5,6, and yes I have had them pass over their level 7 as well. Rank is not the place to learn a champion.
