Moving to China! I need help making an account.

I am moving to China in a week and want to be able to play league there. I know I can not transfer my account because of the "Great Firewall". But, I wouldn't mind starting on a clean slate with a new account. Does anyone have any advice on how to do this and what the best method is? I will receive resident work permit within a week of my arrival. And I will have housing within a month. Any suggestions?
